15 failed 2checkout rebillings - issue with amember or 2checkout?

I've just had 15 rebills fail from 2checkout. My usual daily average is 1-3. Also there were no successes, so 15 out of 15 failed, something's not right obviously.

In the admin, in the error log, I see 15 of these:

So is this an aMember issue or 2checkout?

I've looked back on other 2checkout fails and in the logs, the same error is always posted, so my gut tells me this is a 2Checkout issue. Anyone else seeing 2checkout weirdness today?
